Katherine Valltos served 34 years in federal service as a former Operational Contracting Officer and Senior Acquisition Executive. She retired in 2017 from the Department of Interior’s (DOI) Acquisition Management Directorate which is a full-service acquisition center serving not only the DOI but all other federal agencies. Katherine co-founded the Interior’s GovWorks organization which later merged into the DOI Office of the Secretary, Interior Business Center. Inter-Agency contracting provided her the unique opportunity to reach across governmental boundaries to serve a diverse and dynamic client-base of over 50 federal agencies including both the DoD and civilian agencies.

Kamalu Tinnell (“KT”) spent over 40 plus years in federal service specializing in the Acquisition Career field. She has extensive experience as a former Operational Contracting Officer and Agreements Officer both with unlimited authority spanning a wide variety of types of procurement instruments. Kamalu was co-founder of a fee-for-service business model for the Army which eventually obtained a new parent organization within the Department of the Interior (DOI) Office of the Secretary, National Business Center (NBC) (now named the Interior Business Center (IBC)) with a portfolio of $2.1 Billion. At IBC, Kamalu became the principal contracting advisor and senior subject matter expert liaison to agency senior management, program management offices, customers/clients, and other agency contracting offices.
